Robert Zimmerman has done a great deal of research and provides a tremendous service by getting down into the nitty-gritty of early English settlement in North America. We discover in this book just how complicated the history of slavery is in what is now the United States. According to the author, part of the blame for the establishment of slavery was that, unlike the New England settlements by religious communities such as the Pilgrims and the Puritans, the Virginia Colony was purely a money-making enterprise where production of valuable tobacco was the all-encompassing goal. The result was that the settlers were overwhelmingly single males with few families, no schools, and few churches. Further, the vile "headright" laws which granted additional lands for paying passage of new immigrants encouraged the importation of labor not only because of the additional land, but because the workers brought in were indentured servants for years after their arrival. Obviously, wealthy plantation owners could afford to take advantage of the "headright" laws while most others could not. Also in the mix was the fact that the Virginia land grants were given to "Royalists", i.e. the governors of the Virginia Colony were believers in the rigid class-based royalist doctrine of a privileged class and rule from above. The governing elite, therefore were not disposed to think of their servants, whether indentured servants or black slaves, as potentially equals to themselves. It is not surprising that in such a system with few family units, no schools or churches to teach ethics, laws designed to enrich the already wealthy, and thousands of indentured whites, that black slavery would find a home. Zimmerman believes that the history of the Virginia and New England settlements can provide valuable lessons for how to (and how NOT to) establish new human settlements in space. I think he is correct. "Conscious Choice" is filled with references to original sources and research, but with the footnotes at the end, the references are not intrusive. It is worthy. in my mind, of being a doctoral dissertation. Very well done.
